A starter deck is the cheapest complete way into the One Piece Card Game. One sealed box gives you a Leader, a legal 51-card deck and the full 10-card DON!! deck, so you can play a real game the minute you cut the shrink. The wave that landed on 31 July 2026 went a step further and put a sealed OP-16 The Time of Battle booster inside every single deck, which turns each one into a live shot at the Paramount War chase cards as well as a ready-to-play deck.

What the market is telling us
Pull difficulty × popularity
The framework we use on every set is the same: a card’s ceiling is pull difficulty multiplied by character popularity. OP-16 is the clearest example in the game right now. The manga-rare treatment is the scarcest thing in the set, and Bandai printed it on Sakazuki, Kuzan and Borsalino — the three Admirals at the centre of the Paramount War, which is the arc the set is named after. Both axes maxed at once, and the result is three cards sitting between roughly A$1,313 and A$1,679.
That matters here because a sealed OP-16 pack is stapled to every ST-31 through ST-36 deck. You are buying a complete, playable, tournament-legal deck at A$59 to A$65 and the booster rides along for free — and because collectors chase the Admiral trio as a set, the cheapest of the three tends to get pulled up toward the other two rather than drifting away from them.
ST-30 works the other way round: supply is the lever. Its alt arts exist only inside the EX deck’s bonus pack, three at a time from a 17-type pool, on artwork of Luffy and Ace at their most recognisable. Narrow supply on the two most popular characters in the franchise is why the ST30-001 Luffy & Ace alt art has been trading near A$126 on its own, and why the six-deck EX display is the piece of this range with the most obvious long-term story.

The older ST-27 and ST-28 decks include an OP-11 A Fist of Divine Speed pack instead. ST-30 is the exception: rather than a retail booster it carries a bonus pack of three alt-art cards pulled from a 17-type pool exclusive to that deck.
What actually makes ST-30 an “EX” deck rather than a normal starter?+
Three things. The card pool is new rather than a reprint selection, the ten DON!! cards are foil, and the Leader is a 6000-power Luffy & Ace that puts Straw Hat and Whitebeard Pirates themes on one card. On top of that sits the exclusive bonus pack of three alt arts. It is the only deck in the range whose chase card, the ST30-001 Luffy & Ace alt art at roughly A$126, has been trading above the price of the sealed deck itself.
Are these decks tournament legal straight out of the box?+
They are built to be. The official deck rules call for a Leader, a 50-card main deck and a DON!! deck of exactly ten cards. A starter deck contains 51 cards with the Leader counted among them — so that is the Leader plus a legal 50 — and the ten DON!! cards that come in the box are the complete DON!! deck. Nothing needs to be added or removed before your first game.
Should I open these or keep them sealed?+
The honest answer is that both work well here, which is unusual. Opened, you get a complete deck plus a live OP-16 pack whose top three cards sit around four figures. Sealed, you are holding a product with a defined print window: the ST-30 alt arts exist nowhere except that deck’s bonus pack, and sealed six-deck displays are the shape collectors pay a premium for later. The common approach is one open to play, one display away sealed.
Which deck has the strongest chase inside it?+
ST-30 on card scarcity, ST-31 through ST-36 on lottery ceiling. ST-30’s exclusive alt-art bonus pack is the tightest supply in the range. But the six newer decks each contain a sealed OP-16 pack, and OP-16 is where the Sakazuki, Kuzan and Borsalino manga rares live — currently around A$1,679, A$1,550 and A$1,313 respectively.
